For registration of birth abroad
Eligibility: Children born outside Sri Lanka to Sri Lankan parents. (At least one of the parents must be a Sri Lankan citizen / must have dual citizenship at the time of birth of the child)

Payment: A sum of Rs. 3,900 should be paid to the Consular Affairs Division and the relevant receipt should be submitted to the Central Registration Room in the Registrar General’s Department for registration of the birth and issuance of the birth certificate.

Payment Hours: 08:30 hrs - 15:00 hrs on working days

Required supporting documents:

• Presence of one of the parents
• Data page of passport
• Proof of National Identity Card
• Foreign Birth Certificate / Hospital Registration of the child
• Parent’s Citizenship Certificate / Dual Citizenship Certificate
