Certificates issued by the Department of Examinations

A system for online authentication has been introduced for applicants to authenticate certificates, issued for GCE O/L and A/L examination held after 2001, without visiting the Consular Division. 
For further details;

STEP 1

  • Log on to https://certificate.doenets.lk/ and click the green-colored “Request Certificates” button to continue with your certificate request.
  • Do not forget to read the instructions sheet provided by the Department of Examinations before proceeding with the application.

Important Information

  • Only a soft copy of the attested certificate will be issued to the applicant when applying online.
  • No physical certificate will be provided through the online application.
  • If a physical copy of the certificate is required, the applicant must apply through the One-Day Service of the Department of Examinations.

STEP 2 - Select Certificate Type

  • During the application process, the system will request the certificate type.
  • Applicants must choose “Foreign Ministry Certificate (Direct to Foreign Ministry)”.
  • The relevant fees will apply based on the selected certificate type.

STEP 3 - Exam Department Review and Approval

After completing the payment to the Examination Department and submitting your request:

  • The Examination Department will review the application.
  • Once approved, the applicant will receive an SMS containing:
    The certificate number (e.g., CM-XXxxxx)
    A link to continue the rest of the request online.

    Example SMS:
    "Your certificate is generated. Please visit http://consular.mfa.gov.lk:90 to obtain online authentication of your certificate from the Ministry of Foreign Affairs. Your reference number is CM-XXxxxx."

STEP 4 - Access the MFA Online Authentication Portal

STEP 5 – Enter Applicant Details

  • Enter the required applicant details in the designated fields.
  • Applicants must strictly follow the provided guidelines.
  • Incomplete requests will be rejected without a refund.
  • All payments are non-refundable.
  • Ensure that the email address entered is correct, as notifications, confirmations, and the attested certificate will be sent to this address.

STEP 6 - Enter Certificate Owner Details

  • Enter the details of the certificate owner in the relevant fields.
  • If the applicant is also the certificate owner, select the “Applicant is Owner” checkbox.
  • If the certificate owner is different from the applicant, enter the correct details of the certificate owner without selecting the checkbox.
  • After completing the required details, click the “Next” button to proceed.

STEP 7 - Instructions to Make the Payment

  • Provide valid credit or debit card details to make the required payment.
  • Confirm that the card is authorized for online transactions.
  • All payments are non-refundable.
  • Once the payment is completed, select “Submit” to complete the application process.
  • After successful submission, the applicant will be notified via SMS and/or email and will be able to download the confirmation document with the reference number (EODXXXXXX). The reference number should be retained for future correspondence.

STEP 8

  • Once the application process is completed, the applicant will receive the customer copy via provided email at step 5

  • Please be sure to click the submit button
  • To authenticate certificates, issued for G.C.E. (O/L) and G.C.E. (A/L) examinations held prior to 2001 and other examinations conducted by the Department of Examinations, applicants should apply through the Department of Examination of Sri Lanka at Battaramulla and those certificates which are forwarded directly to the Consular Affairs Division by that Department will be authenticated.
  • Authenticated certificates or certificates issued under local category or addressed to Foreign Diplomatic Missions will not be accepted for authentication.
  • The card issued by the Department of Examinations should be produced to the Division. Rs.800/= will be charged by the Consular Affairs Division for the Authentication of each document. Service charges of the Department of Examinations may have to be paid in addition to the above charges.
